The "Informatik Centrum Dortmund e.V." (ICD e.V.) was founded in 1989 as a registered legal entity (German "eingetragener Verein"). According to its bylaws its aims include research and education. Initially, ICD e.V. focused on computer science. Today, computer science is inherently linked to communication. Hence, the scope of ICD e.V. includes the full range of information and communication technologies (ICT). ICD e.V. is supposed to enable practical applications of research results, to connect applied research and its exploitation, and to maintain and help entitities serving these purposes. Consistent with the task to maintain such entities, ICD e.V. founded "Informatik Centrum Dortmund GmbH" in 2018. Informatik Centrum Dortmund GmbH is fully owned by ICD e.V.
In line with its bylaws, ICD e.V. is continiously offering two student grants (German "Deutschland Stipendien"), one for computer science and one for electrical engineering. Selection of students and the payment of grants is performed by TU Dortmund. In order to support free access of students to teaching material, ICD e.V. is also funding open access fees for educational material. This is considered especially important during the current pandemic.
ICD e.V. is registered at Amtsgericht Dortmund under number VR 3902. Tax-wise, ICD e.V. is a commercial entity.
Members of ICD e.V. may be either regular members or honorable members. Regular members may be either natural persons or legal entities, supposed to support the work of ICD e.V. Membership applications have to be submitted to the board.

- Prof. Dr. Jens Teubner
Consistent with our bylaws, there is a board of trustees. This board has the usual responsabilities. Currently, it is chaired by Prof. Dr. Heinrich Müller.
